I purposefully haven’t used the word phonemic. The chart shows phonemes and (I think) important allophones. You could call this a phonetic or allophonic chart if you want. I’m calling it a Vowel Chart. The vowels in GOAT and GOAL are usually transcribed the same, but there is clearly a difference in vowel quality for most native speakers.
